LEVEL I CERTIFICATION CLASS:

The FACE Fundamentals (Level I) Certification Class scheduled March 9 – 13, 2020 in Panama City requires a separate CLASS registration fee and payment must be made to the Florida Institute of Government at the Florida State University (FSU).  

To enroll for the class, you must fill out the Class Registration Form at the link below. To pay by credit card, call our office at (850) 487-1870 and specify that you would like to pay for the FACE Fundamentals Class scheduled March 9 -13, 2020 in Panama City.  To pay by check, please mail a copy of your registration form and payment to the Florida Institute of Government at the Florida State University (FSU).   If you need additional information about the class, contact Amy Brewer at (850) 487-1870.

The class registration and payment must be received no later than February 29, 2020 to avoid a $50 late fee.

LEVEL I CERTIFICATION EXAM: 

After attending the 40 hours of instruction, Code Enforcement professionals must successfully pass an examination in order to receive certification. The test will be given on Saturday morning, March 14, 2020 from 9:30 am – 11:30 am (CST), at the Bay County Thomas Drive Fire Station #1.

The FACE Fundamentals (Level I) Certification Exam requires a separate registration fee and payment made to the Florida Institute of Government at the University of Central Florida (UCF).

To take the exam, you must fill out the Exam Registration Form at the link below. You will have the opportunity to either pay online or be invoiced by the Florida Institute of Government at the University of Central Florida.  If you need additional information about the exam, contact Susan Pruchnicki at (407) 882-3960.

This exam registration and payment must be completed no later than February 29, 2020 to avoid a $35.00 Late Fee.

 

HOTEL ACCOMMODATIONS:

A small block of rooms has been reserved at the Hampton Inn Panama City (right next door to the Thomas Drive Fire Station). If you need hotel accommodations, please call the Hampton Inn directly at (850) 236-8988 and ask for the FSU Code Enforcement group rate of $129.00 per night.

The deadline to make your hotel reservations is February 14, 2020 or earlier if the room block sells out early.

Additional DETAILS:

  • Class size for the workshop is limited to the first 30 with paid registrations. This workshop is expected to fill quickly so be sure to register as soon as possible.  Due to the strong interest in the certification program and limitations on class size, registrations will be confirmed only if they are paid for by a check or credit card.  To pay by credit card, call our office at (850) 487-1870 and specify that you would like to pay for the FSU Fundamentals Class scheduled in Panama City scheduled March 9 - 13, 2020.
  • Lunch/snacks are on your own and are NOT included in registration fees.
  • Requests for refunds must be submitted in writing and received no later than one week prior to the first day of classes. In such cases, the registration fee, less a $50 administration charge, will be refunded. No requests for refunds will be honored after that date. FACE FUNDAMENTALS (Level I) TRAINING SCHEDULE

The modules listed below make up the 40 hours of course work required for the “Fundamentals” certification. Classes run Monday through Friday from 8:00 am – 5:00 pm CST.  Lunch/snacks will be on your own each day.  Certificates are awarded upon completion of all 40 class hours and passing of the Fundamentals Certification Exam which will take place on Saturday, March 14, from 9:30 am – 11:30 am.    All Classes and Exam are scheduled using CENTRAL TIME ZONE.

Learn to understand legal descriptions, locate property, and calculate the area of parcels. Identify various types of ownership and the methods of researching them.

LEGAL ASPECTS PART 1
Tuesday, March 10 (8 AM - 12 PM)

Review the laws affecting code enforcement from the U.S. Constitution to Chapter 162, including equal enforcement, right of entry, and issuance of warrants.

LEGAL ASPECTS PART 2
Tuesday, March 10 (1 PM - 5 PM)

Legal review continued.

 

REPORT WRITING
Wednesday, March 11 (8 AM - 12 PM)

Learn how to gather information and prepare code enforcement documents while improving accuracy, clarity, and conciseness.  Session includes preparing investigative documents, case dockets or summaries, and requited formal notices.

 

COMMUNICATION
Wednesday, March 11 (1 PM - 5 PM)

Understand two-way communication with emphasis on listening skills and non-verbal communication; learn specific techniques for dealing with angry people and the use of verbal judo when dealing with the public.

 

ETHICS
Thursday, March 12 (8 AM - 12 PM)

Examine ethical dilemmas and guidelines, definitions, common rationalizations, and establishment of an ethical environment. Gain knowledge of the ethical standards of public administration.

PART 1: ADMINISTRATIVE

Role and history of code enforcement, complaint-taking procedures, phone procedures, documentation.

 

PART 2: FIELD INSPECTIONS
Friday, March 13 (8 AM - 12 PM)

Inspection procedures, field contact, officer safety, field reports, private property issues, etc.

 

PART 3: CIVIL PROCESSES
Friday, March 13 (1 PM - 5 PM)

Code enforcement board, case presentation, hearing procedures, citations, liens.
